Kim is a certified election administrator who has successfully managed 120 accessible and secure elections over a nearly 30-year career. As one of the pioneers and architects of Washington’s mail-in balloting, she helped improve the system. She led teams who streamlined ballot processing to provide faster election results and in 1995 installed the state’s first ballot drop box system in Thurston County. In 2020, Secretary Wyman shared these and other ideas with officials across the country to help them expand absentee/mail-in voting during the pandemic.

Since 1993, Kim has been a champion of voting by mail. She has led the country by helping create a vote-by-mail system that virtually eliminated voters waiting in long lines on Election Day. Additionally, her visionary leadership inspired a statewide team of election officials to create a more resilient election system. They developed a modernized, secure voter registration and election management system with state-of-the-art cybersecurity monitoring and protection systems for the 2020 elections and beyond.
Kim has been a leader in election innovation at the county and state level.

The Wyman Project
The Wyman Project has been a team effort of researching, writing, and editing. Kim has dreamed of writing a book since 1998. However, twenty years ago, the world probably wasn’t as interested in elections administration as they are today. Kim brings a reasoned approached to managing elections fairly, securely, and transparently.
As co-author, John Wyman wrote about the Russian interference operations and the rise of “hunting forward” defensive strategies. John is an MBA working near Seattle, Washington. As a former reconnaissance scout for Military Intelligence, he is Ranger, Airborne, and SERE qualified. While many politicos believe foreign interference operations are designed to help one political party over another, we believe these asymmetric warfare operations are targeting all Americans equally and maliciously.
